I have the same on just one Windows box. Other Windows machines have no problems, none of my Linux systems (both x64 and ARM) have either.

It's a EXPIRED SECURITY CERTIFICATE issue related to BOINC.
*** Download and install the TEMPORARY FIX posted by Richard in the BOINC forum HTTP error: Peer certificate cannot be authenticated with given CA certificates (with workaround)
*** Message #105552 https://boinc.berkeley.edu/forum_thread.php?id=14413&postid=105552 has a link to the workaround CA certificate file.
*** Once downloaded, copy the downloaded ca-bundle.crt file to the BOINC PROGRAM FOLDER WHERE BOINC.exe is located.
*** You might need to grant temporary administrator rights to open the folder and/or to replace the file.
*** Then click on update project for each project that is "stuck". It should work until they can fix and update the BOINC PROGRAM.

The project might need to do some update in the future to their sever SSL/Security certificates also.
